Rose Lake Association Annual Meeting Minutes

Executive committee present – Jace Cole, Paul Keeton, Jim Flanagan, Kevin Robinson, Kari Brennan, Rita Klavinski
Beach Representative present – Sue Simcox, Keith Huffman, Wendy Schmelzer, Sheila Miller, Tom Rosewarne, Tony Bryant, Kari Brennan, Lydia Manning for Sam Greenburg, Rita Klavinski, Kevin Robinson, Nancy Keeton

  1. Call meeting to order – motion by Jace Cole, second by Kari Brennan. Motion passed.
  2. Approval of the agenda – motion by Jace, second by Jim Flanagan. Motion passed.
  3. Branch County Sheriff’s Department & Marine Patrol – update given by Sheriff Blankenship – another boat was purchased from funds donated by the solar company. Sargent Vickers – promoted boater safety classes and discussed safety measures that residents need to follow.
  4. Provide overview of upcoming events / Fireworks / Boat Parade / Paddle Around – reported under President’s report.
  5. Approval of Minutes from 2024 Annual Meeting (link on my myroselake.com) – motion by Rita Klavinski, second by Paul Keeton. Motion passed. 
  6. President’s report
  1. Individual Weed Treatments 3x plan, first treatment happened May 15. 111 households enrolled. Administrative fee contributes $7,000 – 8,000 to RLA. 
  2. 2025 Event Schedule: 
  1. in Partnership with Coldwater Lake Association –  Boater Safety Course,  June 7, 9a-4p  CLA Building, registration will be on Facebook post meeting.  Lunch is provided. 
  2. RLA Sponsoring Coldwater Recreation to help spur more downtown events for the entire Coldwater Community, join us for,  Strawberry Fest – June 21

    2. Every year, the annual Strawberry Festival brings together over 200 vendors to sell their food and drinks, crafts, strawberries, and raise money for their nonprofits in Historic Downtown Coldwater.
  3. Food Truck Friday @ CLA Building June 20, 11a-7p
  4. Annual Boat Parade,  Friday July 4 @ 8 PM 
  5. Paddle Around Rose, Labor Day Weekend, Saturday August 30 @ 10 AM followed by Annual fireworks at dusk. There will be a no-wake zone from 10:00 AM to 12:00 noon.  
  1. Treasurer’s Report – Jim Flanagan provided a summary of account balances. Total $96,785. Restricted funds Fireworks $8,500, Fish Stocking $1,500 and Lake Health $8,000. General fund balance less restricted is $78,785. There is an increase in family sponsorships plus higher amounts of contributions.

  1. Committee Reports (5 minutes per committee) 
  1. Clothing Committee (Paul Keeton) there will be sales on July 4th & Labor Day weekends.
  2. Fish Stocking Committee (Tony Bryant) In November 2024 1,500 walleye were put in the lake. In November 2025 500 perch will be put in the lake. 
  3. Activities Committee- Jace announced that Angie Robinson will be providing the leadership to Paddle Around Rose Lake this year. 
  4. Bett’s Ditch Dredging Committee Update (Colette Kessler) has been contacting ELGE representative and has received a lot of information. To help interpret what guidelines need to be followed to dredge the ditch, RLA is allocating funds to pay  for legal services (approved at February Budget Meeting) that specializes in water issues, including drain code.
  5. Lake Health Committee (Robin Wegman): The 2024 Cooperative Lakes Monitoring Report results and 2024 Whole Lake Survey charts and results were shared. From the Score the Shore survey the recommendation is to increase natural shorelines. Grant is still available for residents to apply for funding to offset the cost of developing a natural shoreline. 
    1. Waterfowl Management report (Ron Mathers) – gave a summary of the numbers of goose and swan egg and nest removal and the dates they were collected:

      Rose Lake
      Goose, 79 eggs from 16 nests
      Swan, 16 eggs from 2 nests
      Swan re-nested, 11 eggs from 2 nests

      Bingham
      Goose – 8 eggs from 2 nests
      Swan, 9 eggs from 1 nest

Totals, 87 goose eggs and 36 swan eggs

CALL FOR NOMINATIONS: – the following were re-elected by unanimous motion. 

  1. President – will remain vacant this year. Jace will continue to assist with back-end responsibilities
  2. Vice President – Paul Keeton
  3. Treasurer – Jim Flanagan
  4. Secretary – Michelle Masterson
  5. Confirm Executive Committee (Kevin Robinson, Rita Klavinski, Kari Brennan) 

  1. Public Comment:

Lesley Magnabosco – 474 Oakdale, shared that there are 6 short term rentals on Rose Lake and one allows events up to 50 people. She is concerned about the lake health and if there should be regulations. Also if the renters are violating boating safety rules can the owner(s) of the property be contacted to have them inform the renters on the rules or have the information included with the renter’s packet. 

Nancy Keeton recognized Mark and Janet Ott for their past efforts as RLA officers. Also provided information on Cassie Ohlrich’s health condition and asked to keep her and her family in their thoughts and prayers. 

Lydia Manning – 165 Suzie Lane – asked if a post survey could be done on the egg and nest removal program. She shared that some residents on Suzie Lane did not feel that they had a lot of information on this program.
